Erroneous "error" message upon ticket create/mod

When user of this site submits a ticket (not logged in), either when creating a new one or modifying an existing one, an error message is displayed indicating that moderator priviledges are required. The ticket is succussefully submitted, however.

I ended up submitting a duplicate ticket today because I thought it wasn't submitted first time through. (Sorry. BTW, #447 should be kept, the duplicate is the more newly-created one, obviously)

Looks like the site was blocking anonymous submissions for a while, and now permitting, but message wasn't taken down.

It was a bug I introduced after reworking the TicketModerator? plugin - it is fixed now
