luci-splash drops clients before lease time is reached

luci-splash is quite unusable at the moment because clients are dropped before reaching the lease time if more than two clients obtain leases.

Steps to reproduce (note that the IPs have to be in the ARP cache):
1. luci-splash lease 104.201.0.132
2. luci-splash lease 104.201.0.133
3. luci-splash sync
4. luci-splash lease 104.201.0.134
5. luci-splash sync

After 5. the client 104.201.0.133 is kicked.
