LuCI support for transmission

Description

I have prepared a LuCI page for configuring Transmission-daemon. From this page you have easy access to webUI for transmission, when transmission-web is installed, and transmission-daemon is running.
I prepared the po template too.
I attached the full patch for this functionality.

Hi, i tested your patch and its working nice. Can you check if the last statement about proxy option is true and if so remove that from your patch?

Hi!

When the first version of the LuCI page I made, it may still exist the proxy options. If you carefully go through the patch, than you can see, that the proxy options have I soon remarked (between --[[ and ]]--)! If you want you can delete it! I have not deleted because it is possible that later will be returned.
